STR-332: strc: --keep only keeps intermediate file if format checker fails
In some cases you would like to keep the intermediate files, even if the format-checker succeeds.

Attached file keeping to format checking; level of keeping is level of
format-checking + 1. This does not mean that in order to keep
intermediate results the compiler also has to format check, though.
