I need a new grading option that allows the instructor to determine the grade and provide feedback in a comment box.

We used the “override grade” for this, which seems to have exactly this functionality.

The override grade option can indeed be used for this. But is really meant to fix things with automatic grading and is not intended as part of the regular grading scheme.

I want to declare upfront that a certain assignment uses this grading option.

But you are right that the functionality is basically there.

I think this one can be closed. With an “Additional Grade”, you have the option to enter a grade as instructor and leave feedback while grading.
