For existing 3rd party regs, present them a form requiring them to enter their email address.

Or better, switch to use of email address as identifier for both netid and 3rd party regs. Emails were already required for registrants without netid, so the data should already be there. Still, users should be able to login when they don’t remember which address was entered during registration.
