Consider allowing non-members to add certain tags to issues they submit
This would be useful for example for tagging an issue with the version in which it occurs, with minor/major/crash tags if the project uses those, etc.
Probably the project members should be able to set up a whitelist of tags that non-members can add to their issue, to prevent YellowGrass/104.
(Or maybe a more sophisticated whitelisting system is already under consideration?)

Good idea. It was not under consideration yet, but I can use meta tags to allow project members to indicate which tags can be set by non-members. Kind of like setting permissions on a file system.
