"Move Issue To" doesn't move tags
I just noticed that tags are not retained when an issue is moved to another project.

That’s right. Tags are project specific. In general tags cannot easily be ported into another project, they may have a different meaning there, or more probably no meaning at all. For example, version tags, votes, issue assignments and component tags all have a different meaning in a different project and cannot be ported.
