Tags on issue on other place. (1)
At the moment the tags are shown below the issue description. However when this is a long description I would like to see the tags first before the description

in general not all the tags are shown in the issue list so opening a issue It would be nice to see them all,
Next usecase is for tag management, sometimes you have to check a lot of issues so then it would be nice to not scroll a lot.
