Workflow for creating new conference series.

A logged in user can request the creation of a conference series.

Optionally: as sub-conference of an existing conference

We should probably restrict this to a group of specific users who can make these requests.

After accepting the request, the series and an edition are automatically generated and initialized.

I guess this is as needed when required.

I expect this could be sorted out through external emails, but may start to get quite difficult once Conf.Researchr takes on many more conferences.

Hence this would be worthwhile doing at some stage.
