Scheduling interface optimizations

- Abandon scheduling layer for subconferences
- Program slots for tracks of all subconferences are assigned by the root conference of a federation.
- Setting up scheduling scheme should become easier
- Idea is to be able to filter/group the program slot by day and room for which you can use the batch actions to easily copy those slots
