Add role that propagates down the tree of conference editions/sub-conferences
E.g. Jan should have access to all SIGPLAN and ECOOP conferences, without the need to add him as manager over and over again. Similar for Craig.
We might think of a role defined at a higher level,. like series or at the main conference edition, that enables management/editor privileges for all lower levels (sub-conferences and its tracks).

Added notion of default managers. The people assigned to such group will become manager and editor by default for one or more federations/conferences including all descendent tracks/subconfs.
