It should be possible to turn of XTC registration, to avoid error messages when the XTC tool does not (yet) exist or if XTC registration is not wanted.

Installing a bootstrapped tarball currently reports several “xtc file not found” messages, until the XTC tool has been build. This confuses users, since it is not clear if this is a problem or not.
