Who can edit tags of an issue?
I have posted a new issue, #651, and haven’t found a way to add tags to the newly created issue. I thought it was security-related; I’m not a project member. Is this right?
However, deleting seems to work. For issue #650, I accidentally clicked on the “x” next to the tag sdf which then disappeared leaving only a trace that I’ve removed it. I haven’t found a way to re-add it.
Please clarify what is required for a user to add/remove tags from a given issue. Would writing a line regarding this question on the /tagManual page be a good idea?

I consider it a bug. Non-project members should not be able to delete tags.
