#715 Investigate NPE caused by ProgramSlot assigned to TrackProgram with track set to NULL (project conf.researchr.org on YellowGrass.org)

This caused the scheduling page (conference level) to fail in loading. It was caused by a ProgramBoundarySlot assigned to a TrackProgram, but there was no track assigned to the TrackProgram anymore. Probably some issue in cleanup on Track removal.
