Atomic block does not have its own scope
In Spin V6, Atomic has its own scope as well, which is not the case in EpiSpin.

Corrected scope rules for atomic and dstep. Also implemented error checks about misplaced labels (when placed as first statement in a that sequence) and for sequences without statements.
