NIXOS-79: swapon refers to /sbin/mkswap

For the record, swapon(1) erroneously refers to `/sbin/mkswap’, which it
tries to use when a swap partition contains stale swsuspend data:swapon /dev/sda2
swapon: /dev/sda2: software suspend data detected. Reinitializing the swap.
