Re-enable "open bracket" insertion rules
“open bracket” and “nonnestable” insertion rules can probably be enabled again, with the recent fixes to the recovery implementation. We should try to see if that’s safe at this point.

evaluation for Stratego-Java, WebDSL, Java-SQL shows that Open-Bracket rules cause problems for performance. Seems better not to use them.
