Possibility to set sugar tracking on/off

On the moment sugar is tracked for the analysis strategy.
It must be possible to apply a strategy in “sugar-tracking” modes (or put it off).
something like <no-sugar-tracking(desugar-lambda-rule)> or <sugar-tracking(xxx)>.

There’s already a primitive to enable origin tracking:
SSL_EXT_enable_origins. You could do something similar to disable it.
