Reference resolution is only triggered when mouse is moved, not when Ctrl/Cmd is pressed
Reference resolution is only triggered when the Ctrl/Cmd button is pressed down and the mouse is moved. Instead it should also trigger if just the Ctrl/Cmd button is pressed down.
