Often you end up adding the same annotation to all actions inside a menu/submenu. Instead, we should support annotations on menus/submenus that are propagated to their contributations (i.e. actions/submenus).

Currently, menus are also visible even if all actions are meta and the language is not dynamically loaded (i.e. all actions are invisible). Supporting annotations on menus/submenus solves that problem too.
