Graders and reviewers can only be assigned to/unassigned from submissions all at once.
This makes it tedious to un-assign a subset of graders, and re-assign submissions to other/new graders.

Add support for selecting a subset of the graders/reviewers for which course staff likes to assign/un-assign submissions, making it easier to deal with cases such as a single grader who drops out.
