Displaying a submission for an inline collection that has manual grading components triggered recreation of new valuation objects, which unlinked existing valuation objects at the collection level. The effect was that when the “graded” state at the collection gets updated, it would not be observable, because it gets overwritten by a new valuation object on page display.

Add an admin page to search for submissions with this problem + fix data in those cases.
