In “grading” or “grading all” view, show grading controls in the submissions navbar which:

• display the personal grading status (progress bar)
• display the overall grading status (progress bar)
• allow switching between “grading” mode (personal set of subs assigned to user) and “grading-all” mode (all gradable submissions)
• open grading history (modal with grading information)
• browse to next ungraded item (random, repeatable order for every grader)
• allow exiting grading mode

The submission navigation controls will show a numeric grading key for each submission instead of student names.
In one of the grading modes, submission filtering apply to gradable submissions -> filtering on non-empty submissions and submissions not for grade will be disabled.
