Generate missing tickets in Participants List configuration of exam tickets should change "tickets generated" state
The state of “tickets generated” is only updated when the primary button “Generate Tickets” is clicked.

This should also trigger when configuring a restricted participants list, which allows you to “generate missing tickets” from its interface.

I had this same issue. I generated tickets from the Restricted Participants List, but had not clicked the button yet.
The Exam Checkup page said Exam tickets were not generated, and linked to a page that just had the Generate Tickets button twice. After clicking it, it worked fine. But now I had to un-generate the extra tickets for the other students that didn’t register.
We’ll force a workflow where you first need to generate all the tickets before you can configure a list of participants.
