Compared to “Save”-ing an answer, “Submit”-ing it has no other consequence than loading the submission in read-only mode when browsing it afterwards, after which you need to explicitly open the submission for editing again.

It’s naming confuses users, and might even imply that submitting is a required step to consider the answer for grading and/or that the submitted version will be the answer that should be evaluated for grading.

Proposed change

Change “Submit” to “Mark Completed” for all question types, except for Multiple Choice and File Submission questions, where it makes sense to call this “submit” because there is no “answer in progress” to save.
