"Started" empty, "Completed" > 100%

Statistics about started and completed submissions are sometimes incorrect.

The problem here is that, when an assignment’s weight is set to 0.0, it is excluded from the measure of started for the parent assignment collection, while the assignment with weight 0.0 itself has Started set to true. The percentages for Completed are based on the parent’s Started value, leading to percentages above 100.
