Grades can be finalized on an assignment and submission basis.
When finalizing grades on an assignment, all submissions in the subtree will be finalized.
This is a one-time action. E.g. when a new submission is created after finalizing grades for an assignment, the new submission won’t have a finalized grade.

Indicators will be added to notify managers when:

• there are finalized grades which are inconsistent with current grade calculation, i.e. a grade changed after finalizing the grade.
  • the manager can see current and finalized grade (and explaination), and decide to re-finalize a grade to reflect the updated grade
• not all grades are finalized
• all grades are finalized

All grades for older courses will be finalized in the migration to IceDust-powered grade calculation.
