“Generate exam keys” is a one-time action which generates keys for all student eligible for exam (i.e. only students enrolled for grade). If new students enrol after this action is performed, new students will only get a key using the manual “generate key” action in submission info. Late enrolments are more likely to happen now that labs are often optional.

Add check for new students that have no key yet and add action that creates (submission and) exam key for new students.
