Adding a manual action to update for latest results when the dependency requirement message is shown would help here.

One of the TAs for Concepts of Programming Languages writes:

I got a complaint that weblab grade calculation delays can sometimes cause people to have to wait almost 2 hours before the next assignment unlocks, obviously an issue with weblab and not on our side, but something to keep in mind
Opening submission again, changing some code, running spec tests and then submitting again, can sometimes make weblab recalculate the grade immediately again, so you can suggest that to students (albeit a rather dumb solution)
