Randomize question order
Feature request: Can we randomize the question order and give x minutes per question? My exam will have 30 multiple choice questions. 2-3 minutes per question and the next one comes up.

- You can toggle random order of assignments in the settings of a collection
- When enabled, each student gets its randomized, but stable* order of assignments for that collection (*stable, unless the collection gets modified)
- This order is applied at the assignment, submission and course dossier pages. Also indexes and next/prev navigation uses the student-specific order
- For staff, assignments will display in normal order, unless viewing their own submission page for that collection or when in student mode
