Exam mode without restricting access to rest of WebLab
Exam tickets should also usable for “open book” exams.
Add option to disable restrictive access mode during exams.Exam tickets are used to:

- control who may access the exam
- prevent cheating (only access from a single device and single session is allowed)
- block access to other WebLab content (this becomes configurable now)
