Once one has started a submission for an assignment, it no longer makes much sense to visit the assignment page. Although there will a technical difference between the two, there is no real difference to the user. For usability it might be a good idea to allow for answers to be collapsed, though. (This is a good idea, anyway; I’ll make another ticket.)

Yes, this seems to be a natural next step. I suppose the idea is that if a student visits the assignment page (after starting a submission) he’d automatically get the submission view.
