Connect NaBL to new runtime library
The new NaBL runtime library is quite stable now. Next step is to address this library by the NBL code generator.

The new NBL implementation doesn’t use the new index libraries though, and also lacks support for compilation at the moment, so maybe we should keep it for 1.2 after all.
