STR-320: Option for preferring .str files over .rtree files
–prefer-str option to strc and pack-stratego forces parsing of .str files rather than using the pre-parsed .rtree files. This makes it possible to use a new syntax definition.

With the –prefer-str option of strc and pack-stratego these tools now
first look for an .str file before looking for a .rtree file. This is done
per directory. Thus, if a directory provides a .rtree file, but the next
directory in the include path provide a .str file for the same module, the
.rtree file will still be used.
