STR-585: Standalone strc: use the CFLAGS user variable.
Use the run-time CFLAGS, not the configure-time, since these might be very strange (e.g. for cross-compiling)

This issue is not really necessary anymore now strc supports -Xcc. Explicit arguments are also more clear than automatically using the CFLAGS variable. If anybody has a good argument for supporting this, then we can easily do it.
