STR-618: Makefile.xt: use variables for all the tools, do not invoke relative to prefix.
This is more flexible. For example, MakefileLocal.xt in stratego-libraries would be obsolete.
e.g.

$(SDF_FRONT)/bin/pack-sdf -> $(PACKSDF)
$(STRATEGO_REGULAR)/bin/sdf2rtg -> $(SDF2RTG)
