Tools that use tool-doc currently require XTC, which is not desirable. By introducing a libtool-doc that is based on libstratego-gpp this issue will be solved.

Separate compilation is required to hide that we are using libstratego-gpp. Otherwise, client program suddenly have to link with libstratego-gpp.
