There is no repository for libraries yet to easily find and download external WebDSL libraries. Also, there are not that many external libraries (only elib at the moment) to justify the investment of creating such a repository, so it might be a good intermediate solution to ship these known libraries with the plugin and include them as options in the new/convert project wizards (which simply copies the files into the project). Similarly, we could add a command in the webdsl script to copy these libraries into a project from command-line.
