command-line webdsl script depends on strategoxt.jar being in runtime libs dir

We are moving the strategoxt.jar to a separate library https://yellowgrass.org/issue/WebDSL/640 https://yellowgrass.org/issue/WebDSL/641 so the build script should retrieve it from a different location.
