In case an administrative (submit) action causes the Saved-at timestamp for a submission to become earlier in time (e.g., by “mark completed on time”), the Saved-at moment at the parent folder might not update, while it should take the latest Saved-at moment of all children submissions. It currently also considers its current value, which is incorrect.

Fixing this will likely cause some grades to change. Unfortunately, this bug was also “fixing” the grades when there was an extension with penalty, and a child-submission was incorrectly set to “submitted on time” by the grade action. The fix for the latter issue should also perform updating the saved-at moments for the affected submissions before deploying a fix for this issue.
