What does it mean for an issue tracker to be 'open'?

The issue tracker presents all project issues publicly. This allows for other users to easily find issues and hopefully fixes. Furthermore, issues can be posted by anyone anonymously as the one above.
In future I will add support for closed projects, but for now it is all open and focused on open development.
As for the question type of issues: I will add this type asap and raised it as issue #18.
