For past conference editions (6 months after the conf?), the instances should act as archived websites without the ability to easily edit the content. With such lock, one should first request unlocking the website, after which the system administrators can unlock the website for editing until a specified expiry date.
We can also use this mechanism to lock any website (also for upcoming editions) if needed.

Requirements:

• auto lock after 6 months after the conference
• when locked, allow editors/managers to request opening the website for editing
• allow only system administrators to set an editable-until-date for any conference.
