Add configuration option at the toplevel conference that allows track managers to create/manage session slots themselves.
A track manager can then create/edit/delete the slots from the program session management interface. Created session slots will just be the same session slots as one currently configures at the toplevel, and they will also appear there as such.
This change reduces switching from a track’s program session setup to the main conf session-slot setup when the session slot needs a change (in case it’s managed by the same person).
But more importantly when track manager != toplevel conf manager, the track manager does not need to contact a toplevel conf manager to ask for a change in session slot.
