The program settings dialog is always displayed the first time a visitor opens the program.
It shows the current settings (i.e. no custom time zone is set, no time band is used).
Improvement: pre-select to use a custom time zone option + preselect time band option if program has day duration of more than 16 hours.

Use delays and visual indicators that these are suggestive settings, not saved yet, by adding delays and showing the save button in different color and asterisk: “save*”.
