Support listing committees in conference home page side bar
Similar to track pages, add support for displaying selected committees in the sidebar of a conference home page.

TODO:
- add new “Advertised committees” sidebar item, that can be re-ordered like the other side bar panels
- add “advertise in sidebar”-option for conference committees
