Currently, a venue is configured for a single conference or federation. However, the same venues can be reused in other conferences.
This needs some redesign. The general venue data, like geographic data and names/capacities of the rooms should be reusable. However, the descriptive free text about a venue may contain conference-scoped parts, which should not be shared between conferences.
