When query optimization is enabled (mode 1), (turns out that it also happens after clean build with qopt disabled). For some reason it won’t create a new catering track in the conference app.

After action submit, the form shows identity already in use, but the track is listed in the collection of tracks. However, a refresh makes it disappear in the collection. This needs further investigation.

It happens when a track with the same name was previously deleted. The program linked to the track was not deleted. On creation it tried to create a new track-program with an id that already exists. This is now fixed.
