Allow moving session with events to track from different (sub)conference
E.g. for moving sessions from
Submitted by Elmer van Chastelet on 22 May 2015 at 13:35Invited Speakersat the ECOOP 2015 edition to the STOP! workshop (subconference). Moving is only allowed between tracks that have the same federation root, and only for tracks the user is manager of.
