Support adding one or more proceedings links for a track and displaying those links at various places:

• prominently at the landing page for a track
• at the program page for a track
• aggregated on a proceedings page for the whole conference

These are links to an external website with the proceedings of t, e.g. ACM DL or OpenTOC pages.
