UX might be improved for downloading attachments from the program page. It now shows a link with “files attached”, which links to the even page (=additional click).
I think it was done this way for keeping the program entries compact (there can be multiple attachments with names of any length). Also, there might be a performance penalty for fetching the (file) names for each attachment on an already data-intensive page like the program page.
