Update the color palette of the track colors in programs to use more distinct colors.
Tracks have their own color CSS class, which is mainly a numbered class name, ranging from c0 to c49, and it’s used in program tables (the colored block at the left side in tables).

When a track is added, the system re-assigns all track colors in the order of track creation date. However, when tracks get removed or hidden, the color assignment can be completely different.

This should be changed so that already assigned colors don’t get re-assigned.
