SDF, Stratego and editor service (*.serv) files are generated for two purposes:

1. to export the sugar or editor service
2. to forward import statements for transitive imports

We lack import forwarding for editor services when sugar is declared, and for SDF and Stratego when editor services are declared. For consistency, this should be fixed.
